Currently, the shortages of public procurators in the grassroots procuratorates are more prominent:the small number and the lower ratio of public procurators, the severe aging problem, the lack of work motivation and drain of public procurators, high proportion of public procurators working in the non-professional positions, etc. This issue seriously affects the full and orderly development of the procuratorial work, reduces work efficiency of law enforcements, impedes the continual improvements of the professional capacities of public procurators and compromises the credibility of the prosecutor offices. The main causes for the current problems include the following:public procurators show different levels of working qualities, and some of them even don’t know how to investigate; the incentive and guarantee mechanisms are not sufficient, and some public procurators are not willing to investigate; some local policies are not scientific, thus stopping some public procurators from investigating; some subdivisions in prosecutorial organs are not reasonable, so some public procurators cannot investigate. To solve the current problems, I believe that we must enforce the education and training of grassroots procuratorial personnel, solve the problem of the qualities of the personnel so that the existing prosecutors can learn to investigate; perfect the professional incentive and guarantee mechanisms, so that more prosecutors are willing to investigate; limit the bad influence of the local policies on grassroots procurartorates, so that the prosecutors have the time and opportunities to investigate; reform the grassroots subdivisions in prosecutorial organs, so that more prosecutors can work in professional positions. Only by doing so, the problem of the shortages of public procurators in grassroots procuratorates can be effectively solved, thus promoting the healthy and orderly development of grassroots procuratorates’ work.
