Since the reform of the staffing system,it has achieved gratifying results in highlighting the principal position of procurators,promoting independent handling of cases by procurators,clarifying their responsibilities,improving the professional level of procurators,optimizing judicial efficiency,and protecting the rights and interests of procurators,and effectively promoting the improvement of human resources management of procurators.However,there are still some phenomena such as the weak organizational cohesion and sense of belonging of procurators,the sense of professional honor,the subjective initiative and the work enthusiasm of procurators which need to be stimulated.In the final analysis,the incentive mechanism of procurators needs to be improved and optimized.Grassroots procuratorial organs are the first line facing problems and difficulties.Therefore,it is proper to focus the research on the incentive mechanism of procurators on grassroots procurators,and select Y county procuratorial organs for investigation and research.Based on the relevant concepts,theories and methods of incentive theory based on two-factor theory and the application of a mature theoretical model,this paper makes a scientific analysis of the incentive measures for procurators in Y county procuratorate,and proposes a path to improve the incentive measures for procurators in Y county procuratorate.In this paper,questionnaire,interview and literature were used as the main research methods,and based on the two-factor theory,8 health-incentive factors were determined.Through a comprehensive questionnaire survey and interviews with procurators in Y county procuratorate,it is found that after the post system reform,the overall dissatisfaction of procurators in Y county procuratorate reached 28.17%.The health factors that affect the degree from large to small are salary,interpersonal relationship and career security,and the incentive factors that affect the degree from large to small are performance appraisal,work responsibility,promotion space,self-value realization,education and training.From the perspective of no dissatisfaction with health care factors,salary income and interpersonal relationship are the factors that need to be improved.The problems are that salary income cannot fully meet the expectation of procurators and interpersonal relationship between various procurators is strained.From the perspective of the lack of satisfaction of incentive factors,performance appraisal,promotion space,work responsibility,education and training are the factors that need to be improved.The existing problems are that the performance appraisal system of procurators is difficult to stimulate the awareness of striving for excellence,the promotion space of grassroots procurators is relatively narrow,the standard of judicial responsibility is difficult to grasp,and the content of education and training needs to be optimized.On the above six main issues,the author draws lessons from the experience and practices of the French procurator evaluation and promotion system,the German procurator performance evaluation system,and the Japanese procurator continuing education system.The promotion and promotion of public procurators should be linked to the evaluation,open,equal and stable;The education and training of public procurators should aim clearly,take various measures and stick to it for a long time.In Y county people's procuratorate of procuratorial personnel incentives put forward the following Suggestions: prosecutors pay income to achieve unified planning at the provincial level,exploring the procuratorial personnel performance appraisal system based on a large data platform,perfecting prosecutor promotion mechanism and the prosecutor withdrawal mechanism,the specific number of integration of the system is complete,the results clearly procuratorial personnel responsibility system,exploring the procuratorial personnel job rotation system,deepen the procuratorial personnel education training system.
