Study Of Building The Performance Evaluation Mechanism Of The Public Institutions In Chengdu

As a special organization in China, for a long time, the Public Institutions has been the main carrier of providing public services and important strength of promoting the construction of socialist modernization in the development of national economic and society. There are so many problems in public institutions, therefore, in recent years, those problems, which the public services provided by the public institutions seem unsuitable with the demands of the people, are becoming more and more apparent.In order to relieve the contradictions feasibly and resolve the problems that exist in public institutions effectively, CPC Central Committee, the State Council issued the guidance opinion on the classification reform of public institutions, made clear the overall objective of the reform and the phase of the mission, and has issued a number of supporting documents. According to the concerned central policy and spirit, in the future, will only exist Public Services Institutions, and those transformed into administrative institutions or cancel the administrative functions gradually; those institutions undertaking the commercial functions will be turned into enterprises. Under this big background, all the cities have made great efforts to promote the public institution reform, at the same time, the central has also demanded to strengthen assessment work of the institutions in the relevant documents. Objectively speaking, a very important thing of assessment work is to determine whether the public institutions functioned effectively, or whether the responsibilities they assumed are not belonging to them, by means of comprehensive assessment of overall running situation and duty performing situation of the public institutions. This is not only one of the basic works of the classification reform, but also, it’s more likely to be an effective means through the whole management of the institutions in the future.At the present, some of the provinces and cities explore the executive actively, but because of their own problems, simple methods of assessment, wide range of assessment work, lack of focal point and specific indicators of such assessment, and many other reasons, obtain limited results. Therefore, on the basis of a brief introduction of concerned concepts, structure and features of the institutions, basic situation of the institutions in Chengdu and existing assessment instruments, the author focused on the current existing problems and the possible difficulties of implementing the assessment of institutions, undertook detailed analysis on the reasons of the presence of the problems to assess the institutions, and combining the actual situations of institutions in Chengdu, around how to carry out the evaluation work, how to establish an effective operating mechanism of institutions, undertook a thorough reflection and investigation, put forward some personal suggestions.
