In recent years, because of the global warming and the global climate changing,a verity of disastrous weather are happening with increasing frequency,brings disaster and losses to our country and any other countries or areas.Also pose a threat to the lives and property of people. In addition, as the development of Chinese economy, the ecological and environmental problems have become increasingly prominent. The city environment has deteriorated, the rural ecological was imbalance, These have caused sudden disastrous weather. And it is becoming a restraining factor which hinders the economic development of our country.But our country’s severe weather emergency management responsibilities distributes in the government and relevant departments. But they did not become a system. And there is also a series of problems.So, the research of disastrous weather emergency management system for local government is necessary.The research in this paper has two cases,one is that Beijing heavy rain events in2012,21st July, And the other is southwest drought in2010.The theory is emergency management of local government,by the analysis of emergency management of local government, from the macro-level,we induct the problem in disastrous weather emergency management system for local government,and put forward the corresponding settlement measures, then providing a guide to the disastrous weather emergency management system for local government.This paper intends to provide a theoretical basis and practice standards by studying the disastrous weather emergency management system for local government, and wishes to provide great help for other local government in our country, and also, At the same time, the author of this paper hopes that the research ideas and improvement strategy in this paper may provide better guidance and reference for other public departments at the emergency management.
