Empirical Research Of Drought And Flood Disaster Relief Performance In Northeast China Under Government Actions

Disaster relief is an important part of social relief.In recent years,with the frequent occurrence of natural disasters and increasingly heavy economic losses in China,disaster prevention,reduction and relief has become an important topic for the survival and development of Chinese people.As an important commodity grain base in China,the northeast is threatened by natural and natural disasters,especially by drought and waterlogging,which seriously restrict the economic development and social harmony and stability in the northeast.For a long time,the government has been the most important subject in the work of natural disaster relief.It has been effective in the work of disaster relief,and its progress has been praised by the whole society.The new characteristics of disaster performance under the new situation put forward new requirements for disaster relief work.The only way to meet the growing demand for public services is to make great efforts in the quality of disaster relief.It is of great significance to evaluate and study the performance of drought and flood disaster relief in Northeast China under the government’s actions,to improve the performance and quality level of the government in disaster relief,reduce disaster losses and build a well-off society in an all-round way.Based on welfare economics theory,public goods theory,emergency management theory and equity and efficiency theory,this paper reviews the research status at home and abroad from the perspectives of natural disaster relief and disaster relief performance,and defines the concepts of drought and flood disasters,natural disaster relief and disaster relief performance.Disaster relief by government in the summary and reference,on the basis of existing research,combined with the government behavior under the actual situation of drought and flood disaster relief in northeast China,based on the principles of index selection,drought and flood disaster relief in northeast China under the government behavior is constructed the performance evaluation index system,puts forward the economy,efficiency and effect three first-level indicators,and constructs the multiple secondary indexes respectively,The hierarchy of indicators is determined.Compared with various performance evaluation methods,the data envelopment analysis method and the independence weight method are selected to construct the evaluation model of drought and flood disaster relief performance in Northeast China under government actions.This paper makes an empirical study on the performance evaluation of 14 cases of drought and flood disaster relief in Northeast China under government actions.The empirical results show that the economy of drought and flood disaster relief in Northeast China is generally good under government actions,and there is room for improvement in efficiency and effect.The performance of drought disaster relief is better than that of flood disaster relief.On the basis of the empirical results,this paper puts forward to strengthen the government disaster relief capacity building of disaster prevention and reduction,strengthen the underlying design of disaster relief,establish diversified disaster relief fund raising channels,set up a full range of technical support system power disaster relief,such as perfecting the legal system of disaster relief countermeasures and Suggestions to enhance the government behavior under drought and flood disaster relief in the northeast of the performance level.This paper is innovative in terms of research perspective and research methods.It creatively introduces performance evaluation into disaster relief work under government actions.DEA analysis method and independence weight analysis method are selected to achieve complementary advantages and obtain objective disaster relief performance evaluation results.
