Urban land use rights of the People’s Republic of China to sell and transfer theProvisional Regulations of1990, the State Council promulgated the Order No.55,marking the start of the rapid development of China’s national real estate. From the timepoint of view, the relatively short history of the development of China’s real estatemarket, the development model point of view, is not the same with other countries. Thereal estate market has experienced a long-term course of development in developedcountries, and the development of China’s real estate market along with China’s rapideconomic development and economic transition. There are more problems in theprocess of rapid development of China’s real estate market. Therefore, how to supportthe development of the real estate market, and improving people’s livelihood, tostabilize prices, and promote the healthy development of the national economy, the realestate control policies should play an active role. Government regulation of real estateas the main body, should bear the responsibility for the smooth development of the realestate market. In this paper, real estate macro control policy study, using a combinationof theoretical analysis and empirical analysis, and combined with the actual needs of thecharacteristics of the real estate industry and the real estate macro control process,analysis of real estate macro-control policy is running explore the government in theregulation of real estate responsibility.This paper is divided into five parts, the first part is the introduction, the articletopics the background, significance, literature review and research framework; secondpart analyzes the theoretical basis of the real estate control policies; third part of the analysis of some foreign countries real estate control measures and experience, asummary and analysis of the history of China’s real estate regulation, and uncertaintyexists in China’s real estate development and regulation of the sort; fourth part discussesthe responsibility for the realization of the path of the government regulation of China’sreal estate; last part is the conclusion.
