Research On The Cost Control Of National Defense Project In China Based On EVM

The national defense project tend to be complicated and large-scale.With thedevelopment of national defense industry, better feature requirement is needed, one of thesignificant problem is how to control during a predetermined cycle to meet the requirementsof quality and technology progress to complete the project; on the other hand, the investmentof national defense project is large, ultra budgetary estimate of incidents happen in projectimplementation process, how to do effective defense project cost control has become urgentlyneeded. During the progress of the national defense project implementation, how to costcontrol by the different stages reasonable, attracted more attention of the national budget, thespending departments, funding department, department and other relevant departments.At present, the cost effectiveness of the national defense project growth slowly, costcontrol system it is still imperfect, the cost control tools is not fully play a role in the processof national defense project. It is a great significance for the development of the nationaleconomy and defense industry development to configuration resources by cost control in thenational defense project. The research of this paper is focusing on the national defense projectcost control which related to the theory, put forward the principles and methods of defenseproject cost control and throughout the life cycle theory, on the basis of Life Cycle Theorydivided the national defense project stages and costs. Then, analyzes the cost control of ournational defense project, points out the cost control problems of our national defense project,which mainly for national defense project WBS decomposition is inaccurate and lack of costcontrol tools. This paper introduces the principle of WBS decomposition and content, thecharacteristic of national defense project, the proposed defense project WBS decompositionprocesses, methods, and our national defense project WBS decomposition template. On thebasis of the original index entry method introduced EVM, put forward improvement methods,and combed with the cost control research of our national defense projects. Put forward thecost control suggestion which based on the national defense project life cycle stage, combinedwith the case of EVM.
