Recently,the unique advantages of emergency broadcast system in dealing with public emergencies have been paid more and more attention,and become an important part of emergency system and public service system.The construction of emergency broadcast project has the characteristics of covering a wide area,involving many departments and rich business types.At present,many provinces and cities have actively responded to the call of the state and initially completed the construction of emergency broadcast project.However,from the actual situation of construction,various problems in project management are often caused by tight time,arduous tasks and high complexity.Therefore,the company’s requirements for the level of project cost control will also increase accordingly,and such control needs to rely on scientific cost control theories and methods to achieve.The research object of this paper is the cost control management of emergency broadcasting project in L district of J City Radio and Television Network Company,and the improved earned value method is substituted into the cost control to analyze the construction part of the project.The structure of the construction process is decomposed,so as to clarify the relationship between cost,schedule and quality in cost management,in order to find a better cost control management method for the project and reduce the project cost.Firstly,this paper summarizes the differences between the traditional earned value method and the improved earned value method by collecting and reading domestic and foreign literature and theories,and analyzes the advantages and disadvantages of both sides.Secondly,the index of emergency broadcasting project in L area is analyzed by the traditional earned value method,and the relation between cost and schedule is analyzed on the basis of cost statistics.Then,a cost control model based on improved earned value method is constructed,and the actual quality level and quality evaluation factor weight of the project are clarified by means of fuzzy comprehensive analysis and analytic hierarchy process.Then,based on PDCA theory,from the perspective of unit project and the whole,the quality earned value results of emergency broadcast engineering in L area are calculated.Finally,the results of improved earned value method are objectively evaluated with the help of fuzzy analytic hierarchy process,and the dynamic control suggestions are formed according to the results.In addition,the paper also puts forward safeguard measures and management suggestions for L District emergency broadcasting project from the aspects of system,technical support,asset management,organizational structure and so on.
