Campaign-style Governance Under The Rule Of Law Perspective

In1999, among the third revision of “Eight Second Constitution”,“the rule of law” was officiallyconfirmed down as an important principle of social governance and also as the country’s basic law ofthe Constitution. While whether the governance is reallyconsistent with the rule of law, it is worth our reflection. During theoperation of current law in China, the campaign-style governance is different from the tentacles of therules of law governance model; it has been extended to all aspects and all the fields of social life.Nowadays, in praise of the concept of democracy and the rule of law, the reflection on campaign-stylegovernance model seems to have a broad consensus of public attention to the protection of their rights.Campaign-style governance is rooted in Chinese long and far-reaching national cultural traditions, someof the history of the system with obvious traces is built on five thousand years through the humanhistory has never been interrupted. This subtle influence firmly shackled to living in the politicalthinking of the people and the government. It inevitably influences the "official" political ideas and therule of governance, and also has an effect on the people for their own positioning and the expectationsof the official. In the particular political and cultural atmosphere, the Communist Party of China as themainstay led the Chinese nation toward rejuvenation and played central role in all political activities, thepolitical status of its unbreakable and strong popular base makes it a staunch promoter of a particularsocial governance objectives naturally through the mobilization of the overwhelming majority of thepeople to participate in sports in to achieve. However, the rule of law is an irresistible trend of theprogress in the social and historical development process. Though the campaign-style governance stillhas its uses even in a certain period of time, in essence, it is not in coordination with the rule of law; itwill eventually be replaced by the rule of law. In this process, how to make campaign-style governancegradually in line with the spirit of the rule of law has become a topic worthy of our deep consideration.
