To manage the community full-time worker team in a scientific and reasonable way, the competency theory that has been applied in actual use by multiple large-scale domestic industries is introduced into the community full-time worker team management. Taking the community full-time worker team in Hongshan District in Chifeng City as research object, this paper has collected data and informationthrough literature method, interview method and questionnaire method, made an empirical analysis and verification of the data that have been collected by the statistical analysis method and eventually obtained the competency model of community full-time worker sincluding three dimensions like achievement cognition, comprehensive skills and personal traits as well as 18 elements of competency such as achievement motivation, initiatives and pragmatic, teamwork, studyand development,removable and flexible, psychological adjustment, executive capacity, innovation ability, supervision and instruction, interpersonal interaction, communication and coordination, operating methods, responsible, honesty and integrity, mass conscientious, active and aggressive, opening state of mind, peaceful and confident,etc. Then, this paper takes the Hongshan District in Chifeng City as an example, analyzing the construction achievement of the community full-time worker team and approve it, at the same time, analyzing seriously the problems existed in the team construction from four aspects: selection and appointment, capacity and quality, assessment mechanism and team stabilization and figuring out those reasons and results of those problems one by one. On the basis of the competency model of community full-time workers which obtained in the empirical study, put forward the scientific and reasonable measures and suggestions in allusion to the problems what has mentioned above such as optimizing the selection design, improving the mechanism of assessment, strengthening the application of assessment result and improving the incentive mechanism of work.This paper can be divided into six chapters to elaborate:The first chapter: Introduction. A series of basic issues such as research background and significance, research methods, innovation points and difficulties have been introduced in this part.The second chapter: Theoretical overview. Competency theory, competency model construction and community management related theoryhave been introduced in this study and based on which some basic theoretical frameworks have been put forwa rd.The third chapter: Design and empirical studies of competency model construction. Get the competency indicators and factors by research and data collection, define and standardize the competency model that has been concluded and based on which construct the competency model.The fourth chapter: Status quo and problem analysis of community full-time worker team construction. Taking Hongshan District in Chifeng City as research object, ask questions about the status quoand analyze the cause of the problem.The fifth chapter: Countermeasures and suggestions on strengthening and improving the team construction of the community full-time workers. Based on the obtained competency model put forward the countermeasures and suggestions for the problems in the community full-time worker team construction.The sixth chapter: Conclusion. Sum up the research; summarize the innovation points of the research and in the meanwhile analyze theinefficiency of the research and prospect for the next steps of theresearch.Competency and competency model have offered broad perspectives and new technologies for the community full-time worker team constructionwhich manifest itself in broadening the application field of competency model, enriching the application theory of competency in community management practice, at the same time, based on the reality of community management in Hongshan District in Chifeng City, combining closely actual work with management characteristics of the social full-time workers and building the competency model with the scientific research method, providing a certain technical support and application ideas for the recruitment, training and as sessment concerning human resources management and development as well as promoting the comprehensive improvement of the community full-time worker team construction, there is certain value of application and popularization giving beneficial attempts to promote the construction of new community in Hongshan District in Chifeng City.
