| 2020 is the year to achieve the goal of building a well-off society in an all-round way,and it is also the year to win the battle to get rid of poverty in an all-round way.Under such a background,the civil affairs work at the grass-roots level is undoubtedly an important starting point for achieving overall poverty eradication.Community full-time workers are in the front line of civil affairs work,their competence directly determines the quality of social assistance work,so the establishment of a high-quality community full-time workers is the proper meaning of the topic.Based on the in-depth interview and participatory observation of community professionals in22 communities in S Street of Beijing,combined with the competency onion model,this paper analyzes the interview and observation data,and the relevant expressions of competence in the policy documents of community workers.This paper analyzes the difficulties of community full-time workers engaged in social assistance work from three dimensions of knowledge / skills,attitude / self-image / values and personality / motivation,and finds that there are several dilemmas: first,lack of knowledge of social assistance and social workers;Lack of communication ability;lack of resource link ability;lack of reasonable arrangement of work;lack of psychological affordability of female workers.Second,the attitude towards work and the people in need is negative and passive.Third,the self-drive is not enough;the character of female workers is too weak.These competency dilemmas will have a negative impact on social assistance work,so this study puts forward feasible suggestions from three aspects of competency dilemma from three aspects: strengthening training,increasing incentive and relying on the professional strength of social workers,in order to enhance the competence of community professionals to engage in social assistance work,so that social assistance work can be carried out smoothly,and help to extricate themselves from poverty. |
