Problems And Countermeasures Study On Grassroots Governments’ Governing Rights Protection Group Events In China

Abstract:As reform accesses to hard and in-depth time, Chinese society has already stepped into a rapid transition period in all fields. In the meantime, the polarization of social structure and the adjustment of interest pattern intensify various social contradictions and conflicts, and as a result, social harmony and stability is facing severe challenge. In recent years, the number of rural right protection group event in China significantly increased, its scale constantly enlarged, and its presentation form became diversified and intense, which seriously affected local social stability and development. As a saying goes, if the foundation is unstable, the whole country won’t be in peace. How to effectively prevent and handle rural group event based on comprehensive management and stability maintenance has become an important realistic problem and pressing task faced by current grassroots governments in the new era.The Eighteenth CPC National Congress pointed out that social harmony must be promoted persistently. Thus, grassroots governments should firmly remember this basic requirement to more actively face up to contradictions and resolve contradictions. At present, with frequent rural group events, related government departments are unwilling to utter a single word about it. As grassroots governments are accustomed to regard group event as dreadful monster, they always take measures outside the system for compression, thus falling into a dilemma that "the more measures for stability safeguarding are taken, the more unstable it will be". Besides, due to the absence of complete comprehensive governance, systematic reflection and conclusion, all measures are just palliatives.In the view of social conflict theory and governance theory, this paper tries to summarize and conclude the status quo and problem in grassroots governments’right protection group event under the background of rapid social transition. By taking immigrant right protection event in XX Town, Shimen County, Hunan Province as a case for specific analysis, to amplify the study with small case, and combining with present related Party and government departments’ existing experience and practice, the paper provides scientific governance thinking and strategies for grassroots governments, so as to promote their ability of effectively preventing and handling grassroots group events, to improve the harmony and stability of rural areas.
