Therefore, reforming the administrative system of government, promoting government transformation, promoting the Grassroots governments governance capability of the rural masses event from each aspect, establishing and perfecting the disposal group incidents "a case and three systems" etc, is the inevitable choice that effective prevention and treatment of the rural masses event priority.
