The Optimization Study Of Town-village Relationship In Context Of Township Administration And Villagers' Autonomy

Countryside is the foundation of the state,the town government as the most grass-roots organs of state administration directly facing the rural work,whether a harmonious relationship or not between the town government and villagers' committee affects the work of town governments,villagers' rights protection and the development of the countryside.The ? Organic Law of Village Committees ? determine the relationship between the town government and villages' committee for the guidance and cooperation relationship,but in reality the relationship often occurs deviation,and cause contradictions in the interaction of town and village.The exordium part combed the academia for town-village relationship research results both domestic and foreign academic circles,the domestic and foreign scholars analyzedtown-village relationship in different perspectives and levels,the dabbling is extensive,studied comprehensively the current situation of our country relations,the existence problems,the cause of the problems and countermeasures of town-village relationship.It enrichs the research results of town-village relationship in our country.Most domestic scholars consider that rationalizing town-village relationship should improve the fiscal and taxation systems,strengthening the supply of the legal system,standardize the relationship between the village two committees,reform the existing system and other aspects.Most western scholars researched the town-village relationship on the theory of binary opposition of the state and society,and use western academic methodology.They proposed their own view based on their sureys.The second part of the article reviews the history of town-village relationship.according to the different characteristics of it,we can roughly divided town-village relationship into ancient times,modern times,land reform period,the people's commune period,the governance of township village.The third part makes an empirical analysis of a town in central China,puts forward the existing problems in town-village relationship mainly include administrative power and autonomy to connect and dislocation,conflicts of interest,resources imbalance caused by contradiction,through the analysis pointed out that the causes of problems is the historical and cultural factors,the influence of the pressure type system,imperfect legal system,the rural collective economy is weak,the villagers autonomy of endogenous power is insufficient,and on the basis of analyzing,pointed out that in the future for a period,township administration and villagers' autonomy will still be the most suitable mode for our country.Finally,on the basis of analysis to explore,from several aspects such as the reform of the administrative management system,strengthening the legal system of supply,enhance the endogenous power of villagers' autonomy,promoting organizational development under the perspective of multi-center governance theory villagers,timely correct the improper behavior in town-village relationship,enhancing the rural collective economy and so on to the path of the optimization of Town-village relationship.
