Tudy On Ecological Problems And Solutions In New Countryside Construction Of Anhui Province

The Fifth Session of the Sixteenth Central Committee of the Chinese Communist Party has passed the "Eleventh Five-Year Plan Proposal", putting forward to promote a new socialist countryside construction in accordance with the requirements of "production development, well-off life, civilized rural atmosphere, clean and tidy village and democratic management". The party’s17th congress report has clearly stated to "thoroughly implement the scientific concept of development, promote sound and fast economic development and acceleration to improve people’s livelihood and social construction; adhere to the objective of the production, affluent life and sound eco-friendly development, building a resource-saving and environment-friendly society". The "ecological civilization" is therefore first proposed. The CPC’s18th congress addresses further the term "ecological civilization" as a significant aspect. Since reform and opening-up, China’s rural economic and social development has made remarkable achievements, yet it is also to be seen that because the urban economic structure is irrational, with the rising of the industrialized agriculture and township enterprise development when the use of machinery, pesticides, fertilizers points to its primary characteristics, the building of a new socialist countryside is therefore hindered. The considerable lagging behind of the rural environmental protection infrastructure, the serious shortage of investment in environmental protection, the imperfect environmental laws and regulations, along with the weak rural environmental regulatory capacity result in the increasing deterioration of the agricultural production and rural living environment. If ecological protection in new rural construction cannot be ensured, the task of building a harmonious development of socialist new countryside will not be carried out smoothly. Firstly, through the analysis of problems in construction of new countryside and rural ecological issue, the paper clarifies the significance of ecological civilization construction in the construction of new socialist countryside. It analyzes the achievements and problems since the rural ecological civilization building in new rural construction in Anhui Province, taking Yu’an area in Lu’an as an example to explore ways to strengthen ecological protection in new countryside construction of Anhui.This article puts forward ways on how to solve ecological problems in the new rural construction in Anhui, including changing the government ideology, promoting the development of ecological agriculture, increasing farmers’awareness of ecological civilization, establishing rural environmental technology support and some other countermeasures."Building a new socialist countryside in China’s modernization process is a major historic task", and a complex and difficult system engineering. Anhui new socialist countryside construction must be adapted to local conditions, combined with the regional characteristics of Anhui. The comprehensive new rural ecological civilization construction of Anhui is to be carried out in full swing regarding the current rural ecological environment situation, which will not only solve ecological problems in the new rural construction in Anhui, but also promote the practice of building a moderately prosperous society.
