Research On Beautiful Countryside Construction From The Perspectives Of New Public Service Theory

How rural areas develop influences the overall level of development of the country,for which our nation has always devoted itself to strengthening the construction of rural areas.Not only the rural economies in the industries should be improved but the human settlement and developmental pattern should be clung to be sustainable and ecological.constructing beautiful countryside with livable ecology responds to the inevitable requirements of the development of modern society and the economic developmental pattern in the future.However,the ecological construction in rural areas is obviously different from that in urban cities,in that the vast rural areas in China are short of resources investment and many factors lag the development concepts and planning behind.Differing from many large-scale central cities with the popularity of low-carbon life and the concept of ecological health,the backwardness of ecological development in rural areas has been the biggest obstacle hindering their economy from being modernized.Therefore,it is of great significance to shorten the gap between urban and rural places,change the human settlement in rural areas and better lead the rural areas to integrate to the development framework of market economy through intensive study in the ecological environmental protection and the construction of ecological economy.What is particularly noteworthy is thatduring the process of constructing beautiful countryside,the local government and villagers' committee are the major forces to fulfill the tasks.Thus,the main bodies of public management including governments and villagers' committees at all levels are the vital organizations for rural ecological development and eco-environmental construction and undertake the responsibilities for the construction and development of rural ecology.They should not only settle down the works in all fields of ecological construction but guide the peasant group to joint their hands in it which will highlight the dominant role of them.Shuyuan Town is a typical example in Shanghai,which has achieved rapid economic growth as Shanghai has become the core of national economic development.However,it still falls behind by terms of green economy and ecological construction,having many deficiencies in the construction of beautiful countryside.This paper will take Shuyuan Town in Pudong New District in Shanghai as the objective,summarizing the shortcomings of the ecological construction in rural areas in the aspects of agricultural production,industrial production and rural lives,carrying out an in-depth research on the shortcomings and summing up the main reasons including insufficient awareness of eco-environmental protection,imperfect mechanism of eco-environmental protection,deficient scientific top-level design and insufficient funds,technologies and talents,based on the theoretical principles of new public service and the analysis and study in the ecological protection and transformation,ecological economy and ecological agriculture done by all villages for the construction of beautiful countryside,in order to better deal with the problems existing in the ecological construction in Shuyuan Town and even meet the needs of the construction in all rural areas.And finally,some targeted suggestions for optimization will be put forward,like the bottleneck of constructing beautiful countryside attributes to ecology.It is a must to focus on ecological construction and explore the path for beautiful countryside with liveable ecology.It is required that the public management organizations such as governments and villagers' committees should play an important role in ecological construction,which should not only push more funds,technologies and talents to flow in the rural areas and enhance theecological awareness of peasant group but should act as leaders in ecological civilization construction to promote the villagers to be the main body for the construction of beautiful countryside with practical actions,becoming a sound situation that the government,villagers' committee and villagers to work together for the same goals.There is a hope that this study can be a reference for a long-term plan of ecological construction and beautiful rural construction in the countryside.
