Long-term since, the prominent problems of imbalanced development in urban and rural areas and the great gaps between them, which have become the bottleneck of economic and social progress, and have caused China’ s overall economic and social development in a state of uncoordinated and unbalanced. By the way of promoting urban and rural development, deepening the reform of rural management system, eliminating the dual structure and realizing the coordinated development of urban and rural areas is not only a great strategic significance for the construction of socialist harmonious society and the promotion to comprehensive construction of well-off society, but also is an arduous and long-term historical task we are facing.The government plays a very important part in the process of balancing urban and rural development. The function of the government especially the local government can dominate and influence the process of balancing urban and rural development to a certain extent. Therefore, how to give full play to the functions of the government in urban and rural development as a whole, and how to take a road to balance the development in urban and rural areas, scientifically and efficiently, which is an urgent need to draw enough concern and attention. Xiangtan has a good condition to balance urban and rural development with few counties, little space and good agricultural foundation. Hunan provincial Party committee and the provincial government have rolled out special policy support to balance the urban and rural development of Xiangtan. In recent years, Xiangtan government has actively explored in coordinating urban and rural development, and has achieved remarkable results, but there are still some prominent problems to be solved, especially the government policies and management system need to be adjusted and improved, in this way can we speed up the process of the all-round development of urban and rural areas.This paper systematically studies and analyzes the relationship between urban and rural development and government functions; It summarizes the problems and shortcomings existing in Xiangtan government functions of balancing urban and rural development with deep analysis.
