Urban-rural integration is a big issue in the economic development and social governance of China. Its achieving methods have great influence on the solutions to "three agricultural problems" as well as the mutual boom of urban and rural areas. Moreover, it is closely related with the harmonious and stable development of national economy and society. As governments are the executors of urban-rural integration, its act appears to be of great significance. Adjusting the allocation of government functions to improve the effectiveness of governmental act, and hence push forward urban-rural integration, is the new challenge, opportunity and chance local governments are confronted with.Qujing, located in western undeveloped area, is a typical agricultural city of big population, with distinct dual structure and urban-rural problems. Its urban area and rural area have a big gap in social and economic development. The analysis of the local government’s measurements and experience of transforming its functions in the process of urban-rural integration, may serve as significant and prospective references for the local government in middle and west areas in the implementation of urban-rural integration.Based on the interpretation of some theories about the relations between urban-rural integration and local government functions, this thesis presents governmental measures of Qujing in implementing urban-rural integration, analyzes the coexistence of the effectiveness and deviation of government functions transformation, researches the reasons to the problems and makes some proposals about the transforming route of government functions in urban-rural integration.The exordium discusses the background and significance of the study, followed by the literature review of related studies. The first chapter reviews the theoretical basis and summarizes the function location, significance of transformation, sphere of action and objectives of local governments. In the second chapter are a brief introduction to Qujing’s urban-rural development, the analysis of the inevitability of urban-rural integration, and relevant local government’s specific act. Also included are the five aspects of the transformation of Qujing’s government functions:from the uncoordinated urban-rural development to governmental overall planning, from urban one-way development to that also leading rural change, from traditional respective management of urban and rural areas to limited overall management, from the singleness of public service suppliers to their diversification, and from passive administrative reform to active reform. The third chapter is the deconstruction and analysis of the problems as well as their reasons in Qujing’s transformation of government functions. Chapter four is the core of the paper. On the basis of the former content, some suggestions are proposed about the exact and detailed ways in transforming Qujing’s government functions in the process of urban-rural integration. The suggestions include:remodeling governmental awareness and building the idea of regulatory governance of service-oriented government, deepening the reform of administrative system and enhancing governmental efficiency, strengthening overall management of urban-rural public service system and improving the balance plus quality of public service, etc.
