Local Government Functions Employment Of Rural Surplus Labor

That realizing the countryside surplus labor force full employment so as to increase the farmers’ income is the key to solve the three problems about countryside, agriculture and farmers, as well change dual economic structure. There are so broad in rural area with abundant labor resources, Promoting the full employment of whom can not only play in China’s rural labor element of the comparative advantages, but also has an important role to the local economic development and social stability. Under the conditions of market economy, labor employment although is a kind of market behavior, because of our country long-term dual economic structure, There are many obstacles when the rural labor force in the employment process especially moved to the city, in which the function of the government is highlighted. The local government as the main provider of rural public service and the responsibility undertaker plays a very important role in the employment proceeding of the countryside surplus labor force. Based on the theoretical and empirical research, this paper explored problems of local government functions, from the point of view of the rural surplus labor. Firstly, the paper interpret the theoretical foundation that local government play a function in the countryside surplus labor force employment, including the new public service theory, fair justice theory and social capital theory. And then analyzed on the countryside surplus labor force employment problems as well as the functions of local governments and pointed out the necessity that the local government plays functions in the countryside surplus labor force employment. At last, through a case of HeFeng Country in Hubei province, the paper pointed out the realization way improving the local government’ function in the countryside surplus labor force employment.
