With the end of the era of welfare housing, the arrival of the era of commodity economy, the effect to residential communities from governmental departments and state-owned enterprise became less and less. The pattern of urban communities has changed. People re-select their residences according to their value preferences and economic conditions and get back to the community. People become social persons from departments’people before. With the development of civil society and the awakening of civic consciousness, community residents start to participate in community affairs actively. Meanwhile their demand for community service and their sense of dependence to community are both increasing. Community service system is being formed and improved.There are82.96million disabled people in China, accounting for6.34%of the population. Due to physical or mental disorder, disabled people are hard to participate in the social life and equally. Most of them depend on their family for care seriously. In2010, Chinese government proposed to accelerate the social security system and service system construction for the disabled people, paying more attention to the disabled people’s livelihood issues. Community is the fundamental unit for building a service system for disabled people, but there are little researches on the disabled community service supply.This essay took Wuhua District of Kunming city in Yunnan as case study where community service is supplied well, talking about some related issues by analyzing the development process of community service and the needs characteristic of people with disabilities. The research is also guided by development concept in order to find good experience and questions. It also tried exploring and forming the framework of the supply mechanism of community service for disabled people and provided a little reference for construction of the disabled social service system.
