A Study On The Transition Of The Supply Structure Of Community Welfare Service For The Intellectual Disabled

People with disabilities in China are huge social groups which have outstanding features and need urgent help. Due to special restrictions of physiological and psychological conditions, the group of intellectual disabilities has more unique requisitions about the living security and welfare services. Under the macro background of the rapid development of the rehabilitation work for the intellectual disabilities, the importance of community service for the intellectual disabilities is increasingly rising. In order to try to help adults with intellectual disabilities to achieve social integration and resettlement, Shanghai began to promote the implementation of the "Sunshine Home" charity project in2005.Based on the sunshine home standardized assessment program, from the perspective of the welfare pluralism theory, taking literature research and field research methods, the writer tries to describe the progress of development of the Y Sunshine Home, Pudong District on a comprehensive scale, which is a community welfare service program for the intellectual disabled in Shanghai. The author hopes to examine what are the forces involved in the welfare service provision in "Sunshine Home" project by exploring the operation modes of "Sunshine Home" project during different periods. Furthermore, the paper tries to find out what types of welfare services these diverse suppliers have provided in different times and how the changing arrangement of supply structure of the welfare services impacts on the development and trend of the "Sunshine Home". On this basis, the author tries to generalize the field data and analyze some new phenomena popping out during the nine years development of the "Sunshine home" from the perspective of welfare pluralism theory,such as Purchase of Service Contracting and social organizations hosting service, then dig out the underlying causes behind the change of the power balance among multivariate suppliers. In the end, the author tries to analyze the changes of each element in the community welfare service system for the intellectual disables and their influence on the system. On the basis of all the study, comparison and analysis, the author makes some suggestions which matches the future development of "Sunshine home".
