Government supervision and inspection means that the subject supervises and inspects the implementation of the policy of governments at all levels and their functional departments according to the relevant laws and regulations, in order to ensure that policy implementation effect. Government supervision and inspection is essentially administrative control activity that the leadership authority controls the lower level departments, usually include supervision of decision-making, special investigation, supervision research and policy coordination. As a kind of administrative means, government supervision and inspection must pursue efficiency, and as one of the most important value in the pursuit of itself. The efficiency of Government supervision and inspection reflects the supervision authority and its personnel’s working efficiency, is the proportion relationship between output and resource consumption, and usually reflects the relationship between t government supervision and policy implementation, performance for:and inspection promotes and accelerates the effect to the policy implementation; plays a role of controlling and coordinating in policy implementation; and plays a role of evaluation and feedback in policy implementation.However in the practice of the supervision, but there is nonstandard supervision, supervision at leader’s beck and call, hysteretic supervision, formalized supervision and other inefficient problems. If we probe the reasons result in inefficiency, we may find that government supervision is lack of laws and regulations in our country, supervision mechanism on the system is in a weak position, supervision mode is not scientific, the effectiveness of the government supervision is very limited. In order to improve the efficiency of the government supervision and inspection, we have to work in such aspects:at first, we must strengthen the supervision service consciousness through improving the quality of the supervision team and building service-oriented supervision culture; secondly, we must improve the authority of supervision department, and provide scientific and diversified supervision services; thirdly, we must establish and perfect accountability system and evaluation mechanism of government supervision and inspection; finally, we must increase effective citizen participation, which can not only improve the legitimacy of the supervision activities, also can realize the democratic supervision of government supervision and inspection.
