Research On The Diversified Supply Of Chinese Urban Endowment Service

In current society, the aging of the population develop fast.Along with the acceleration of cross-region employment of young people, the growth in the pressure of living, the changes in lifestyle, and the miniaturization of family structure, the implementation of the elderly care has become a highlighted social problem. The aging of the population in China is ahead of its economic and social modernization. The accumulation of social care service is limited, the construction of related facilities, and all aspects of legal, fiscal and other policies supporting are very imperfect. Currently, the family care, community home care, nursing home care and other supply model have not yet formed an interactive network. So the starting point of this paper is to explore a diversified system which can supply multi-level care service for the elderly.The first part of this paper introduces the research background, significance, purpose, and research methods; The second part lays a solid theoretical foundation for the subsequent analysis through the introduction of theoretical basis, domestic and foreign related research progress. The third part describes the development and changes in pension services after the founding of our country and the future trends. Then it analyzes the needs of China’s urban elderly care service and the supply situation from the overall and the three main models. We find that there is a serious gap between supply and demand. This is mainly due to the imperfect legal and the shortage of professional talent and funds. The fourth part learns from foreign experience in supply of pension services, using hierarchy of needs theory to think about the model of the pension service supply and point out the key to solve the gap between the supply and demand is to transform the government functions, and make the supply more diversified. The analysis uses the embedding theory, benefits diversity theory, and pension services industry theory. The last part presents the target of the diversified pension service system is using multiple subjects, combining with a variety of models to meet the needs of multi-level services for the elderly. So we must establish reasonable needs assessment mechanisms, allocate resources with both fair and efficient. At last, we supply policy recommendations to accelerate the creation of the system.The research is based on the reading of the literature, and elaborates ideas and content through comparative analysis and normative analysis methods. the diversified pension service supply system is very important, so there are a lot of related issues which need more in-depth research.
