Study On The Selection Of PPP Mode Of Endowment Service Project

The 19 th Party Congress report pointed out that socialism with Chinese characteristics has entered a new era.As a result,the major social contradictions in our country have turned into a contradiction between the people's ever-growing needs for a better life and unbalanced and uneven development.In order to alleviate this major contradiction,one of the key ways is to gradually increase the infrastructure construction and the effective provision of public services by government departments.However,most of the local governments have stock debts,and the government agencies' social functions are limited.The emergence of the PPP model effectively solves this outstanding problem.The PPP model is a cooperation between government agencies and the private sector.It not only effectively solves the risk of insufficient funding for government departments in infrastructure construction and public service provision,but also introduces advanced technologies and rich management experience of the private sector.At the same time,it also provides good investment opportunities for idle social capital.In recent years,it has been increasingly favored by government departments and private organizations.In the environment where the national policy strongly promotes the participation of the PPP model in infrastructure and provision of public services,as an old-age service project that provides quasi-public products for society,the introduction of the PPP model for financing,construction,operation,and management is also on the agenda.The PPP model is used to provide the supply of elderly care products.It not only solves the problem of financing difficulties for elderly care services in China,but also brings about innovations in management models and changes in the ability to modernize the country's governance.However,there are many types of PPP models,and various classifications are presented according to different classification criteria.As a sponsor of the PPP model,government departments have a major research interest in how to choose the PPP model that is suitable for specific old-age service projects to meet the dual objectives of maximizing social welfare of the government and maximizing private sector investment returns,thereby achieving a rational allocation of social resources.The existing research shows that most of the studies on the introduction of PPP model in the pension service project have stopped at the necessity and feasibility demonstration.There is little research on how to select the appropriate PPP model for the specific pension service project.In view of this,first,based on the feasibility study of the predecessors,according to the existing classification of the PPP model,this article stands in the perspective of government participation,Summarized the three types of PPP model of the project,That is,commissioning operations PPP mode,franchising PPP mode and government purchasing service PPP mode,and then make a concrete analysis of these three types of PPP mode,summed up their respective concepts,characteristics and operating modes.Thirdly,on the basis of the analysis of the three types of PPP models mentioned above,and combining the characteristics of old-age service projects,it is respectively stated that these three models are applicable to old-age care services.Finally,from the three-dimensional perspectives of government departments,private organizations,and projects themselves,a corresponding index system was established.Using the ANP method,the three models were ranked.Through calculations,the operation model with the largest weight was the government-purchased service PPP model.The model is the best PPP model for pension service projects.
