The Research On The Public Participation In "Three Old" Transformation

Since reform and opening-up, with the speed up of China’s urbanization, landresources have been in urgent shortage and intensive utilization of land is imminent.So it is important for China to carry out the old vigorous transformation and intensiveuse of land. However, under the mode of "single-center" transformation, as the onlysubject of the transformation，government or developers with their own advantages,monopoly the most interests. While, as the largest damage to the interests of thetransformation the public have been excluded in the interests allocation pattern. Thisled to a series of social problems and increased instability in the society. So, toreference the successful experience of encouraging public participation in urbanrenewal, give the public equal participation status, actively encourage and guide thepublic to participate in the three old transformation, reasonably allocate the interests,can effectively resolve the conflict of interest and build up a win-win pattern ofinterests, slow the resistance and achieve the harmonious transformation.Guangzhou as the core city of the Pearl River Delta, has made greatachievements in the development of urbanization, while also facing the doubledilemma of existing shortage of land "and" existing inefficient land. In order tofinish the strategic task of the development of urbanization and urban-rural integration,the Ministry of Land and Resources gives Guangdong "three old" transformationpolicy resources. So Guangzhou actively explore the "three old" transformation modeand policy innovation, which has important practical significance for Guangzhou toachieve new urbanization. In the process of three old transformation, Guangzhouadhere to the principle of "government-led, market transformation, and activelyexplore path and mechanism of the public to participating in the "three old"transformation by innovating institutional and policy, and ensuring the public right toparticipate in the transformation, However, the current public participation is still inits infancy, the system, channels for participation, participatory approach,participatory mechanism is still in the exploratory period, which cause thecontradiction between the strong desire to participate and the status. In this paper,theoretical tools are used to analyze the motivation and meaning of public participate in Guangzhou "three old" transformation. At the same time, I comb the progress、challenges and its causes of public participation in the transformation，and proposedoptimization ideas of public participation in Guangzhou "three old" transformation onthe basis of the foreign successful experience.There are five chapters in this paper. The chapter Ⅰis the introduction containingthe background, research at home and abroad, significance, research ideas andmethods. The chapter Ⅱis the introduction about the concept and the theories. Thechapter Ⅲ is the analysis of the statement of the public participation in Guangzhou"three old" transformation. Introduce the good situation and analyze the problems andreasons. The chapter Ⅳ is to introduce foreign experience, the United Kingdom,Japan and Germany, urban renewal experience of public participation. The last part isto build up the mechanism of public participation in Guangzhou "three old"transformation and explore some good ways.
