The Study On The Public Participation In China From The Perspective Of The Theory Of Citizen Governance

The late nineties of the twentieth century, with the failure of the bureaucratic reform in the western, Box and other scholars proposed citizen governance theory. This new theory direction in the west gradually formed. With the steady development of the socialist market economy and the continuous progress of the construction of modern society, the Chinese society has also entered a necessary transition period. In the face of this period, the Chinese society also has the problem of the reform of management mode. This article is in the research and reference based on the western civil governance theory, combined with China’s actual, illustrate the status of public participation in China, find out the problems of public participation in China, and analyze the existing problems, and finally sums up the path to solve the Chinese public participation.The main body of this paper is divided into four parts: the first part, mainly from the conceptual framework and theoretical analysis. In this part, defines the concept of the author of Citizen Governance and public participation; secondly on American citizen governance theory of comprehensive and detailed analysis; again summary of public participation and citizen governance. Finally on the basis of analysis of the western theory of Citizen Governance and China’s public participation in common,summarize citizen governance theory to solve the Enlightenment of China’s public participation. The second part is mainly to analyze the current situation of Chinese public participation. From the whole to the specific description of the status quo of China’s public participation. The third part, the first analysis of public participation in China, and the Chinese public participation problems were analyzed. In this paper is mainly from the development of social organization is not mature, citizen subject internal disorder, the relationship between government and citizen in the contradiction,the public participation legitimacy and effective problem and system settings is not perfect, these five aspects to illustrate problems existing in Chinese public participation.In the fourth part, mainly based on the analysis of current situation and the problem of the aforementioned, this paper from the leadership of the party, the transformation of government’s role, shaping the "active citizenship", cultivating social organization, rule of law and the protection, the five proposed paths to solve the Chinese public participation.This paper shows the citizen governance theory to for China itself to absorb and learn, through a period of self exploration and from each other in the localization process. In this paper, the hope through the analysis of American citizen governance theory for the Chinese public to participate in raising the level of providing solutions, in order to provide a reference for the later researchers, making the forward-looking theory can be more thinking and inquiry.
