With the rapid development of the economy, there has been dramatic changeshappened in the grass-roots society in the cities of China. The functions formally heldby the governments or public organizations has been transformed to the communities,to structure a basic public management and service system which is specially for thecommunities has been an urgent task both for strengthening society building andinnovating society management of our party and government. Urban grass-rootsgovernment is the lowest level of government in cities who meet with citizen’sdemands and service all the people in urban communities. For this respect, how toenhance urban grass-roots government’s community service ability and to innovatethe management for the urban communities, so as to integrate the whole communityhas attracted the most attention from the urban grass-roots government. Look at manyforeign countries, they encourage the citizens to participate in the their owncommunities’activities with the idea of city governance and sustainable development,they have achieved sound effects in community self-governance, all this can do agood guide for enhancing urban grass-roots government’s community service abilityin our country. But China is different from the west in the structure of society. Based on the above analysis coming up with thecountermeasures that innovating the path of urban grass-roots government’scommunity service ability enhancing:Improve the regulations and rules,settle thecontrast between the public and private；Governed by more rather then one, so as tomake up for the the regime drawbacks of community integrating;making clear theroles of the grass-roots government as organizer、guide、communicator、servant andmanager; sticking to six principles of grass-roots government’s servicing communityincluding governance for the people, citizen empowerment, to cooperate and get awin-win solution with the society, social harmony and joint pleasure, honest andresponsibility, governed by law and publicity; concentrating on enhancing fivegrass-roots government’s community service abilities including community serviceplanning, resource extracting, resources disposing, resource integrating and resourceapplying.
