Study On Problems And Countermeasures Of Government Information Publicity In Linzi District, Zibo City

The degree and scope of government information publicity mark the administrative level and the degree of civilization in a country. The so-called government information publicity refers to a system that an organization which is authorized by the state administration and the laws, regulations and rules, discloses the government information to the public actively or to the specific individual and organization by application in the exercise of state administration authority, through legal forms and procedures. Government Information Publicity Regulations (hereinafter referred to as Regulations) was released on April24,2007, and implemented in May1,2008. From the practice, the "Regulations" has played a positive role in protecting citizen information, participation and supervision, improving government transparency and credibility and building service-oriented, sun-oriented government. However, it also exposed some problems to be solved. The report of the Eighteenth National Congress was explicit about that "the information publicity should be promoted ";"the exercise of power should be made more open and standardized, and the transparency of Party, government and judicial operations and official operations in other fields should be increased";"the intra-Party, democratic and legal oversight should be tightened as well as oversight through public opinion to ensure that the people oversee the exercise of power and that power is exercised in a transparent manner". At present, the research on strengthening government information publicity has important theoretical and practical significance.Since the implementation of the Regulations, Linzi District government has adhered to a principle of open and transparent as the basic norm of governance administrative principle. The government takes efforts to promote the disclosure of government information which is closely related with people’s lives according to the purpose of "the principle of open and the exception of not open", and plays a service role of information publicity on economic and social development. Government information publicity has made some achievement, but it still needs to be consummated in many parts. With the help of the author’s many years of practical experience in Linzi District and a wealth of data, the paper makes in-depth discussions on the development status of government information publicity, existing problems and causes of Linzi District in recent years under the analysis of information construction in Zibo City, and proposes practical and instructional countermeasures and suggestions. Meanwhile, it systematically researches government information publicity in Linzi District, and summarizes some experience, which can provide the similar districts with a lot of valuable reference for government information construction and development.Addition to the introduction, the paper is divided into five parts.Chapter one makes a theoretical analysis of government information publicity construction. This chapter focuses on the meaning of government information publicity, the specific content, as well as features and methods which establishes a theoretical basis for the below.Chapter two describes the process and effectiveness of government information construction in Linzi District, Zibo City. Combining the relevant data of Zibo City, information construction in Linzi District and government information publicity, in the context of the analysis on government information construction in Zibo City, this chapter analyses the methods and effectiveness of government information publicity construction in Linzi District, which provides objective support for the further study of this paper.Chapter three discusses the existing problems and causes of government information publicity in Linzi District, Zibo City. There are some problems mainly in five main aspects. Firstly, the government information is not disclosed timely enough. Secondly, the government information publicity is not standardized. Thirdly, the citizen participation is not enough. Fourthly, the degrees of various departments’information publicity are different. Fifthly, the supervision mechanism and relief mechanism are imperfect. Based on relevant theory, the paper also analyzes the causes of the problems:the backwardness of government officials’ideology and administrative idea; the defect on the system design; the weak citizen’s right consciousness; the imperfect supervision and evaluation system; the lack of uniform evaluative criteria.Chapter four elaborates the countermeasures and suggestions of promoting government information publicity in Linzi District, Zibo City, which include raising awareness to change the government concepts; improving mechanism to strengthen the rule of law and institutional innovation; strengthening the publicity to enhance awareness of citizen participation; broadening channels to improve assessment and supervision system; combining with the actual situation to perfect the evaluation criteria.Chapter five is the conclusion.
