Study On Rural Grass-roots Political Power Problems In Linzi District Of Zibo City

With the relaxation of national agricultural development policies,especially after the agricultural taxes,the rural grass-roots political power has shifted tasks and functions,namely rural grassroots political power mode from the original direct state management into the development trend of villagers' autonomy.In this new situation,the basis of political power in rural areas faced with new problems and new tasks.Therefore,the study of rural grassroots political power in the process of building the existing problems,to explore the politics of rural grassroots democracy to promote new ideas and methods is an effective way to promote rural development.Firstly,based on a variety of issues Zibo City Linzi district in rural grassroots regime existing in the process,especially for more severe problems exist in the process of building regime,focusing on the system of the state,law and quality of party members and other construction perspective becomes a problem the reason,analysis and traceability,find constraints to the construction of rural grassroots political power of the underlying causes.Combined with a national policy and the future direction of development,this thesis argues build rural basic public service system is the future direction of the core mission of grassroots political power.In rural power construction,the grass-roots government interests lead to rural public service supply structural imbalances in the pressurized system unable to provide adequate public services,including policy development,management and revenue shortage and other issues led to a public service capacity can not play come out.Secondly,within the framework of the existing regime of rural grassroots,grassroots political power based on national development strategies and future trends,an improved management methods,Zibo City Linzi district in rural grass-roots organizations and specific measures in a bid to provide rural grassroots regime applicable of the program.Therefore,we believe that by increasing the public service investment,the development of farmers' vocational education and improve public health services,improve the rural social security system,strengthen rural infrastructure,support poverty alleviation system construction ideas,change methods and management mode,only truly solve the problems rural grassroots regime existing in the process.Finally,the study found,the problem is the construction of rural grassroots democratic regime Linzi district is mainly reflected in the public service awareness based organizations,the level of awareness,a lack of innovative solutions to problems,and the national policy level of awareness is not high;resulting in the rural grass-roots political power problems involved in the contradiction between the main building of the long-term presence,we can not solve specific problems;the same time,grassroots organizations lack an effective system of new development strategies and new methods,but also can not solve the problem another reason.
