The Research On Problems And Countermeasures Of Reporting On Social Conditions And Popular Sentiments Work In The Chinese People’s Political Consultative Conference

In November1994, the twentieth meeting of the chair’s council of the eighth CPPCC national committee officially proposed that reporting on social conditions and popular sentiments as a basic work of the CPPCC. After more than ten years of development, reporting on social conditions and popular sentiments has become an important foundation of the CPPCC in performing its three basic functions of political consultation, democratic supervision and participation in the deliberation and administration of state affairs, as well as an important form of promoting socialist democracy and boosting scientific and democratic decision-making. It is the organic component of the party and the country’s social public opinion collection and analysis mechanism. To carry out research work of reporting on social conditions and popular sentiments is of positive theoretical significance and practical significance.This paper took the reporting on social conditions and popular sentiments of CPPCC as the research target, used the literature analysis, case analysis and interview research methods, clarified and discussed the basic theory of the people’s political consultative conference, the present situation, problems and countermeasures of reporting on social conditions and popular sentiments and so on. The author hope that this paper could provide certain reference for the improvements of the reporting on social conditions and popular sentiments work of the people’s political consultative conference, further promoting new development in its functions.This paper is divided into five chapters. The first chapter is introduction, introducing the research background, research purpose, research status at home and abroad and research methods; The second chapter presents the basic theory of Reporting on social conditions and popular sentiments work in The Chinese People’s Political Consultative Conference, including the theory of Deliberative Democracy, the theory of the mass line, the theory of United Front, and the actual operation principle; The third chapter introduces history and current situation of reporting on social conditions and popular sentiments work in The Chinese People’s Political Consultative Conference; The fourth chapter introduces the experience and practice of Jinan tianqiao district committee of the CPPCC; The fifth chapter puts forward some suggestions to problems on the institution aspect, system aspect and technical aspect.
