China’s urban floating population problem is the important subject ofcontemporary urbanization and industrialization construction. Under the functionof regulation in the market, a lot of external population flow into each city ofChina because of the benefits. On one hand this provides excellent or cheap laborforce for the construction of the city, or even provides some certain investmentfunds. It urges the economic construction of a city to develop quickly and speedsup the industry progress. On the other hand, it brings many sharp contradictionand problems to the development of the city. And it’s a great challenge forgovernmental management. It’s an urgent task for all cities to provide high-qualityservice for external population while carrying on an effective management toexternal population in the city, and to increase their acceptance in the city. All thecities including Guangzhou, the third biggest city in China, must set up themodern city with harmonious relationship and happiness.By doing field surveys of the external population, this text analyzes thecomposition and the distribution characteristic of the external population inGuangzhou. It studies the population management mode of vicissitudes andmanagement method of residence permit,revealed the weakness of Residencepermit management mode, and find out the origin of external population problems.Conbining Maslow’s hierarchy of needs and the development of modern hightechnology, this text explore the mode on how to manage the external populationin the future. According to the high new technique of the second generationidentity cards and the rapid development of network technique, it gives a new ideaabout ID card management mode. That is using the second generation identitycards instead of the residence permits to manage the external population, andmoving the social function which attaches to the household registration to the second generation identity cards. Because of the ID card with chip technology andthe information technique, we can only use the second generation identity cards tomanage people. This improves the traditional household registration system, andeliminates the difference between external population and registered population. Ihope that this text can give a new idea about the external population managementsystem and give it a better choice. I also hope that this text can provide theprofessors and government with a reference about the household registrationsystem reform and the improvement of the external population managementsystem. This text is divided into two parts, the introduction and the main body.The introduction mainly clarifies the purpose, meaning of this selected topic.It introduces the domestic and oversea research and the basic definition in thisfield. It also clarifies the innovation of this text. The text is totally divided intofour chapters: Chapter1analyzes the present condition of external population inGuangzhou, including population formation, structure and distribute. Chapter2briefly introduces the population management mode of vicissitudes andmanagement method of residence permit, including distributed objects, chargingstandard, properties and characteristics. Chapter3put forwards the idea of usingthe second generation identity cards to manage the external population inGuangzhou. It clarifies the design and implementation of ID card managementmode and discusses the advantages of this mode and the problems it may face.Chapter4leads into two cases of mass incidents in Guangzhou. By comparing thesimilarities and differences, it proves the advantages of the ID management modein public security.
