The Research On Wenzhou's Floating Population Residence Permit Management

The floating population is an important migration phenomenon with the development of urbanization,industrialization and marketization of China under the condition of reform and opening-up.The State Council promulgated the "Temporary residence permit" from January 1,2016 in China,China officially ushered in the age of residence permit.The National Development and Reform Commission recently disclosed that a residency permit system will be fully implemented in 2017.The 19 report,which was just closing,also made clear that "to eliminate the drawbacks of the institutional mechanisms that hinder the social mobility of labor and talent,so that everyone has the opportunity to achieve their own development through hard work".Wenzhou in recent years in the country took the lead in promoting the floating population residence permit management Services into the public security control,the formation of floating population management services unique Wenzhou brand effect.Based on this background,this paper,guided by the theory of public governance and the new public service theory,summarizes a number of excellent practices of Wenzhou in the domestic floating population residence permit management and service work,and puts forward several new ideas to solve the current problems by consulting a lot of literature and investigation practice.This paper first introduces the research background,purpose,significance,ideas,methods,deficiencies,and domestic and foreign research status,such as basic issues;This article again from the floating population,residence permit system and the concept of residential certificate management,with the public governance theory and the new public service theory to carry out the concept of this paper and theoretical In this paper,the background of the development of residence permit system,the status quo,main practices and achievements of Wenzhou floating population residence permit management are analyzed in depth.Through questionnaires and interviews with floating population,this paper studies and analyzes the problems of Wenzhou in the management of floating population,and points out that Wenzhou has insufficient initiative in floating population,enterprises and landlords to declare the omission,there are six problems such as the high condition of residence permit,the lack of publicity of residence permit system and the absence of local policy support.This article is to study and draw lessons from the experience and revelation of the management system and mode of floating population in the United States and France,Guangdong province and Shanghai,China and abroad.In the end,the paper puts forward some suggestions and countermeasures to improve the management of floating population residence permit in the next Wenzhou,from improving the initiative of floating population,increasing supervision and punishment,reducing the difficulty of applying residence permit,enlarging the propaganda of residence permit system,strengthening the local policy guarantee of residence permit,and actively expanding the function of using We should improve the scientific examination and supervision system and do the "maximum run Once"reform and innovation,and continuously improve the management service level of Wenzhou to the floating population.
