| Corruption is a important ills that need to face at all times and in so many countries. In the context of globalization, corruption is increasingly becoming a global nuisance which has so much harms, such as undermining the economy, weakening the democracy and the rule of law, damaging the country’s image, disturbing the social orders, exacerbating the social conflicts and hindering the social development. The official property declaration system is known as a "Sunshine Act", which had been established as the anti-corruption tool in many countries, in other words, the system also has been confirmed to be a preservative effect for many countries by the practice of justice. However, This system has been implemented relatively late in China. The time can be traced back to the last century, our government’s work mainly focused on theoretical researching and policy exploring. In recent years, many areas in our country began to pilot this system.Academic and judicial practitioners trying to place the system on the special political reality of our country and explore a suitable road for China’s official property declaration system.This paper attempts to analysis a typical cases of corruption in Gansu province from an empirical point of view and in an actual practitioner’perspective. And on this basis, the paper would studies the theoretical basis of the Officials property declaration system. In addition, this paper will studies the practice operation of the official property declaration system in the extraterritorial and our various periods, which also uses historical method. And more, the paper will studier the historical changes of the official property declaration system on a comprehensive review. Finally, this paper will put forward the corresponding countermeasures and suggestions, which combines with the various problems that exists in legislation and practice of our official property declaration system., once more, the paper hope to contribute establish the official property system declaration in Chinese characteristics. |
