History And Reflection On The Reform Of Government Institutions In Gansu Province

Since China’s implementation of reform and opening up policy to the outside world, and with the increasingly deepened economic reform and progress in administrative reforms, China has, in succession, carried out six top-down reforms in its administrative systems. In line with the requirements of central government, Gansu province accordingly carried out five administrative management system reforms after the reform of central government, with each targeting at the prominent problems in terms of the system, which led to positive progress made in clarifying the relationship between departments, shifting government function, streamlining government organs and handling redundancy. It energetically ensures and promotes the prosperity and development of economy and social undertakings in Gansu province. However, in the meantime, the limitation and non-thoroughness of the reforms have led to such problems as unscientific governmental institutions, non-in-place functional transformation, much difficulty in personnel reposition, and imperfect legal supervision, etc. This paper takes the five reforms on government agencies in Gansu province as research object, with the dialectical materialism being the research method. It gives a deep analysis on the experience and enlightenment of reform and on the contradictions and problems existing and finally formulates countermeasures and recommendations to deepen the reform on government agencies.The passage combines sufficiently the relevant concepts and theories of public management to study and through analysis of the national backgrounds of the reform of Gansu Province governmental structure reform, it emphasizes the demonstration of the five governmental restructuring reform histories and features since the reform and opening-up and summarizes the accomplishments, experience and enlightenment of the reform, which shows that the administrative restructuring in Gansu province is strictly following the steps of the central reform to reform in the from-top-to-bottom way that is stable and closely combining the practical and actual features of Gansu province. From the overall situation of promoting economic and social development of Gansu Province, it actually solves outstanding contradictions and problems in development and clarifies government’s liabilities in providing public goods and services, maintaining public order and in equity and justice. It actively explores the giant department system whose functions are integrated organically, To further adjust governmental organizational structure and to deal with the relationship between political management institutional reform and reforms of economy, politics, society, culture and so on while dealing with all the specific reform methods within the political management institutional reform to make it link smoothly and coordinate in order. The passage also uses the relevant theories like government size, integrated government, government duties and government institution to thoroughly analyze the deep-level contradictions and problems inside the reform, including tough personnel formation problems, lack of valid security mechanism for personnel arrangement, non-scientific organization structure, the gap of the supervision vacancy, administration by law, management innovation of the local committee to governmental structure reform, low extent of the shifting of governmental function, insufficient implementation of government responsibilities and so on. And at last, based on comparative study method and drawing the good experience from the governmental reforms in the US, UK, Germany, Japan, Korea, India, etc and the local governmental reforms in China’s Anhui Province, Guangdong Province, Shandong Province and so on, it aims to look for the gap and reach a consensus. And then it combines the practical and actual features of Gansu province, offering the idea that the Gansu province governmental institutional reform needs the guidance of the national reform to further stimulate the shifting of governmental function and optimize the government organization structure and improve the mechanisms and policies of the government operation and enhance the mutual cooperation between the departments and innovate the governmental management and forms of service; thus, the reform can be moved forward and it can gradually be built up to a service-oriented government of scientific function, structure improvement, cleanness and high efficiency and satisfaction of people.
