A Study On The Implementation Of Bus Reform In Tianshui City,Gansu Province

With the official start of the national bus reform in 2014,all over the world started to step on the rapid lane of system transformation.Whether from the system structure,operation mode,financial expenditure and staffing,we have carried out a large-scale system upgrade.However,the public vehicles after the reform did not completely eliminate the phenomenon of private waste.The bus cost is still running at the high level,and the new problems arising after the vehicle reform need to be highly concerned,so that the reform in the bus field can be carried out to the end and the practice of automobile reform to the depth.The essence of bus reform is to control the cost of bus operation and improve the efficiency of management and use.Controlling costs is a deepening country.A necessary measure in the reform of the family system is the only way to build a clean government and a government based on the rule of law,and improving efficiency is the inevitable requirement for the government to change from "management type" to "service type ",which is the meaning of promoting the modernization of the national governance system and governance ability.Car reform has achieved a "standardized" reduction in financial figures,but new problems have emerged in the system itself,in the subject of implementation,in the target group and in the policy environment,which should not be overshadowed by the phased achievements of bus reform,nor should they be hidden by the weakening of supervision,but should be bold in the continuous self-revolution to carry out the reform to the end.This paper first expounds the related concepts and theories,and then combs the current situation of bus operation management at home and abroad.Secondly,it describes the current situation of bus operation management in the era of vehicle reform in Tianshui City.Thirdly,using Smith model theory,this paper reveals that thesystem system is not perfect,the executive ability of the subject is weak,the target group is difficult to manage and the policy environment is not ideal,and the deep-seated causes of these problems are analyzed and excavated.Finally,from four aspects: how to perfect the system,improve the executive power of the main body,coordinate the target group and optimize the policy environment,how to implement the bus reform policy with high quality and deepen the bus reform.The practice is discussed.
