Research On The Problem Of Rural Low-Income Group Poverty Governance

At present, both the regional development imbalance and residents’widening income gap are serious obstacles of building a well-off society in China and realizing the great rejuvenation of the Chinese nation. It’s difficult to solve the problem of poverty because of the large rural population. Poverty governance in China, to a great degree, is to solve the problem of rural poverty, the difficulty lies in rural low-income group. Therefore, the research on poverty governance of rural low-income group has great practical significance for the maintenance of social justice, the maintenance of social and political stability, the healthy and rapid development of the economy, and the consolidation of the CCP’s ruling status, etc.Previous studies on regional economic development tended to explore at the level of region (such as the regional structure, regional growth model, regional regimes, regional policy, etc.) and they concentrated in absolute poverty in the western region. There is little research on the poverty governance of relative poverty in low-income group in the developed areas, especially less on rural low-income group poverty governance. Wenzhou, the forefront of the reform and opening up of China’s private economy development, is one of the economic centers of Zhejiang Province. The rural types are complicated in Wenzhou, with three great gaps (regional disparity, the disparity between urban and rural areas and the gap between rich and poor).This paper consists of four chapters:Chapterl, Introduction. It outlines the research background and summaries the domestic and foreign related research. It also defines the related concepts of poverty and rural low-income group and puts forward the methods innovations and shortages of research.Chapter2, Current situation of" low-income farmers fairly well-off project " poverty governance in Wenzhou. On the basis of the introduction of Wenzhou "low income farmers fairly well-off project" poverty governance practices, evaluate the effectiveness, problems and revelation of its poverty governance.Chapter3, Analysis of influencing factors of poverty governance of Wenzhou’ low-income farmers fairly well-off project ". Based on survey data, analyzes the characteristics of Wenzhou low-income farmers’income and expenditure. Summary and analyzes the major causes of Wenzhou low-income farmers’formation.Chapter4, Some policy choices of rural low-income group poverty governance will be proposed, including a reasonable standard of poverty and poverty alleviation unit, a better poverty governance system, the cultivation of human resources, a sound rural social security system and the development of the village collective economy.
