Community public health service is one of the important contents of the new era of public health care reform; also the key to achieve sustainable economic development and people’s living standards improvement. Therefore, how to further deepen the reform of the health system, improve medical facilities and service levels, and so that effectively make people enjoy a high level of health services has become an important practical issues. In recent years, with the support of the Government’s continuous policy, the quality and level of community public health services continue to improve, but gradually exposed more and more problems to be solved, such as community public health service resource shortages, a serious lack of cost of community medical compensation services, especially, the ability of services is not strong, which can’t meet the basic medical and health service needs of community residents. Therefore, this paper carry out a study of the cost of the issue of compensation for public health service projects in communities and the cost compensation research areas, this study enriched theoretical knowledge in community public health services as well as improve the public health services in communities has important theoretical and practical significance.This paper collates and summarizes some important theories, combining public goods theory, iequity theory, public finances theory, and cost-benefit analysis through the study of the relevant literature, and to define the definition of the Community Public Health Services and community public health services, government financial compensation mechanisms and government purchasing patterns, we analysis Changsha’s status quo of the development of the Community Public Health Services costs and compensation of the Community Public Health Services through the questionnaire method, network data collection, mathematical statistical analysis, on-site interviews and other methods. Community Public Health Services of Changsha cost compensation research exposed many existing problems, such as lack of government investment in the financial aspects, low community medical staff quality and imperfect community public health services and other issues. Finally, we analysis the above problems from the macro level, the meso-level and micro-level and proposed community public health services project cost compensation countermeasures.
