Health is the basic need of people, which is closely related to the stability anddevelopment of the society. However, the highly professional medical care service renders itimpossible for ordinary citizens to meet the health demands by themselves. Fortunately, thisdemand can be met by developing urban community health services. Urban community healthservices can take advantage of the community network to provide basic medical care andpublic health care services. So, it is a quasi-public product and service which is closely relatedwith the public life. It is non-competitive and non-exclusive. It is the common demands of allmembers in our society to have basic medical care and health service. Therefore, ourgovernment has the responsibility to ensure the realization of the demand.To realize social stability and development, the government should effectively solve theproblem that market mechanism can’t provide quasi-public service and product. Therefore,in terms of taxation and financial investment, the government should formulate favorablepolicies to promote the healthy development of the urban community health services.However, with the rapid economic development, the urban community health services havelagged far behind, and lacked potential for further development. The main reason is that thisservice sector is misoriented in its functions, and the clash between doctors and patients ininformation, and the market fails to provide such quasi-public products and services.Furthermore, preferential policies and supportive measures for urban community healthservices are not fully implemented.The state and society should share the responsibility to meet people’s needs for publichealth. However, the effective functioning of government agencies doesn’t mean that thesociety and medical industry can shun its responsibility. Urban community health services arerestrained by their own conditions, social environment and the implementation of policies.Therefore, we must begin with administrative regulation of government agencies, and combthe relationship between government regulation and self-discipline of medical industry. It isso important for the development of urban community health services. The author attempts toexplore ways to ensure the self-discipline ad self-control of community health associations byperfecting the legislation, and improving the service quality and regulating its operation.The essay consists of four parts. The first part gives the definition of community health service by analyzing its development. It then points out how important the community healthservice is to the development of the whole health and medical development in our country. Italso analyses and evaluates the status quo of community health service and try to find out theexisting problems. The second part emphasizes how government agencies regulate thecommunity health services with concept of "living care",when the market fails to providequasi-public products and services. In the third part, the author introduces the relevant lawsand regulations governing urban community health services in some countries, and comparethem with the community health services in our country in the hope that we can absorb someuseful experience. and rules to assimilate extract experience. In the fourth part, the authortries to argue how important improving legislation and legal proceedings are to the healthydevelopment of urban community health services. On the basis of this, the author comes upwith some suggestions on how to effectively regulate community health service, improve thequality and ensure its sustainable development through legal proceedings.
