Research On The Development Strategies Of Community Health Services Of Shanghai Changning District

Community Health Service (CHS) is important component in theurban public health system and basic medical service system, and also thefundamental step to realize the aim of everyone having primary healthcare as well as the breach of urban medical health system reform. Inrecent year, China government has paid more attention to thedevelopment of CHS. In Feb. of2006, State Department issued“Guidance of Developing Urban Community Health Service”, and in Mar.of2009, Central Committee of the Chinese Communist Party and StateDepartment formally issued “Suggestion of Deepening Medical HealthSystem Reform”, clearly pointing out that it should be improved thatnew-type urban medical health service system based on CHS and itshould be developed in more rapid pace that urban CHS networkcentering in CHS center.Changning District is one of “Three-medicine associated”comprehensive reform pilot area in Shanghai. In Apr. of2005, ChangningDistrict formally launched CHS’s comprehensive reform, releasingdetailed “Three-medicine associated” implementation plan of CHS.During several-year reform, CHS achieved great development by playing a significant role in guaranteeing people’s health. However, there stillexisted some problems that need to be improved. In this thesis, the authoranalyzed the main issues of current dilemma of CHS development inChangning District, and then put forward the countermeasure andsuggestions of improvement. The study has the important value in theoryand reality.The thesis is divided into six parts. In chapter one, it is introduced ofresearch significance, research status in China and abroad, researchcontent and research methodology. The concept, content and study theorybasis of CHS are discussed in chapter two. The author, in chapter three,analyzes current status of CHS in Changning District, introduces majorimplementation and achievement of CHS reform, and analyzes the mainissues such as imperfection of income and outcome management, need ofimproving medical service, strengthening team building, shortage ofevaluation and surveillance of CHS, and improvement of performanceeffectiveness. In chapter four, advanced experience of CHS in China andabroad are introduced. Then in chapter five, the author brings forwardcountermeasure and suggestions of improvement including strengtheningcomprehensive budget management by completing income and outcomemanagement, improving service mode by improving medical service,implementing talent strategy by strengthening team building, improvingCHS standard by enforcing evaluation and surveillance, and completinginternal operation system of health service administration center. Finally,in chapter six, the author summarizes the research conclusion, indicatingthe research shortage and research direction in the future.
