The Limitations Of Current Local Government Emergency Management And Countermeasures Research

At present, China is in a crucial period of social transition. Although China’s economy in the rapid development, but because of the old and the new system of social culture interweave, collision intensifies, the differentiation of interest groups, the values gradually diversified, the deterioration of the natural environment and other reasons, our relationship with people, man and nature, man and society has changed very greatly, various problems and contradictions accumulation so, more and more sudden events, crisis probability is more and more big. From the perspective of social management, the government as the main body of social management, improve the ability of government emergency management efficiency and solve unexpected events, and promote China’s economic, political, cultural, social stability, is very important. The Chinese government in the process of dealing with emergencies not only accumulated a lot of valuable experience, but also has certain limitation. Understanding of emergency, recognize the government to solve the important role in the management and in the event of an emergency, and find the problems, and put forward the corresponding countermeasure, strengthen the emergencies of all kinds of complex management, has become a pressing matter of the moment.This paper is divided into three parts:the first part mainly introduces some relevant research about emergencies; The second part mainly introduces the transformation of government functions in China,Sudden incident-prone background, our government management of emergencies and limitations; the last part of the article is for the second part of the limitations of some pertinent countermeasures, including improving emergencies related laws and regulations, improve the ability of emergency management, the government and improve the information service system, improve the financial aid system.
