Research On The Coordination Mechanism Between Government And Social Organizations In Emergency Management

With the rapid development of economic society,all kinds of long-term accumulation of social problems continuously evolved into all kinds of unexpected events,plus all kinds of disasters occurred frequently,causing sudden incidents across the country are growing,seriously endangering public safety.Timely and effective handling of emergency events became a major problem that the government urgently needs to solve.The task of our society governance increasing heavily,the traditional pattern that government as the center of an element type social governance system has not been able to meet economic and social development requirements.The diversification of social governance and coordination will inevitably become the choice of social government mode.At that present,we must formulate reasonable system of multilateral coordination,as soon as possible under the leadership of the government,the emergency resources of social organizations are integrated,so that to make the ability of our country to deal with emergencies has been improved by leaps and bounds.The author uses literature research,case analysis and other methods,in reference to a number of domestic and foreign literature,on the basis of finding out information,from 2010 to 2016 the typical sudden events happened,for example,the current emergency management was described in detail in the collaborative mechanism between the government and social organizations in our country the status quo,and found that the main problems.Then draw lessons from the United States in the treatment of unexpected events of the hurricane Katrina,the us authorities collaborative mechanism between the government and social organization experience.Finally in the collaborative theory and under the guidance of polycentric governance theory,combined with the actual situation of our country,to our country in the management of emergency events,between government and social organizations can through the government-leading and responsibility share the operation guarantee mechanism,timely and effective communication feedback mechanism,the full contract information sharing mechanism of resource integration and scientific and reasonable supervision mechanism,the formation of "prevention before ready for-in the disaster rescue in time processing-ensure restoration and reconstruction after a disaster" on the synergy mechanism,thus promotes organizations play their respective advantages,ensure the timely and effective handling all kinds of emergencies,improve the ability of the government and social organizations respond to emergencies,enhance the level of China's governance of the whole incident.
