"People-oriented" management promote a new personnel concept which highly focus on motivate people’s enthusiastic and creativity. This paper took an area development after the reform was implemented and open policy as the research subject, analyzed the economic traits and industrial construct of a city, pointed out the economic characteristic of private enterprise and the feature of talent demand in a city, and put forward the government’public talents service system which based on the humanistic theory. The study of this paper adapted to the needs of local economic development and provided relative reference for the government’s public human resources service and management mode.Chapter One outlined a brief overview about the background of this article, the research status at home and abroad of public human resource management development, the relative theories and methods of the human resource management and the purpose and significance for stablishing the human management.Chapter Two took a brief analysis of the city’s economic and human resource status.In paticular, this chapter conducted a detailed investigation on the talent structure of government public management and made the questionnaire about the employment situation on the college students.Chapter Three elaborated the basic situation of public talent management service department and the status of public talent service.Through the above elaboration, then took further analysis on many prominent deep-seated contradictions and problems which the government public human resources management and service faced to.Chapter Four constructed the system of government public talent management and service,and analylize this system by the AHP mode.Chapter Five put forward some countermeasures and feasible suggestions in response to the city’s economic and employment situation and the problems of public talent management and service.
