Administrative examination and approval is refers to the administration permit law in ourcountry permits the citizens, legal persons and other organizations to get engaged in specialactivities according to their applications. Currently, there are various forms and names ofadministrative examination and approval, for example approval, audit, consent, licensing,certification and registration. The efficiency of the administrative examination and approvalare one aspect of administrative efficiency; administrative efficiency is the ratio relationshipbetween the output of state administrative organs with their staff in the administrativeactivities, and the consumption of human, material and financial resources and so on, it isthe unification of quantity and quality. China mainly through administrative examination andapproval system reform to improve its efficiency. Administrative examination and approvalsystem reform is the work of standardize administrative examination and approval authorityto set and run, in order to improve the efficiency of the administrative examination andapproval, adjusting the number of administrative examination and approval, permission, links,supervision, etc., to set up the administrative examination and approval system withreasonable structure, scientific, rigorous procedures and effective restraint and adapting thesocialist market economic system.This paper is based on the research of domestic and foreign government (including thenationally representative National District) administrative examination and approval systemreform, try to generalize the analysis of the existing problems on the work of administrativeexamination and approval, especially the problems and difficulties on the administrativeexamination and approval system reform in Nansha District. Combined with the specialexperience of the author by working in the sub-provincial city and the National Districtadministrative examination and approval authorities, fully draw on the research results athome and abroad, analyze various factors with these problems, as well as the adverse effectscaused by these problems. Meanwhile, combined with the actual work of Nansha District,Make in-depth research of Nansha District administrative examination and approval work;explore eight countermeasures to improve the efficiency of administrative examination andapproval in Nansha District. The author Try to make these eight countermeasures generalizedand theoretical, for more government and administration departments to reference.This paper is divided into five parts.
