In order to further optimize the business environment and enhance the well-being of the people,it is imperative to deepen the reform of the administrative examination and approval system.As the latest practice of the reform of China’s administrative examination and approval system,the reform of relatively centralized administrative license began at the grass-roots level,and then was promoted twice by the State Commission Office for Public Sector Reform and the Legislative Affairs Office of the State Council.At present,it is in full swing in many cities and counties across the country.Different from the reform of the examination and approval system that has been carried out for more than a decade,which focuses on simplifying administration and delegating power,combining decentralization and management,and optimizing services,this reform has completely broken the original administrative examination and approval system structure and transferred some administrative licensing and other examination and approval matters scattered in different departments to the administrative examination and approval service administration for implementation.At the beginning of the reform,it has attracted the attention of many scholars,and various problems encountered in the reform also need to be solved urgently.Shanxi Province,as the first province to establish the provincial,city and county three-level administrative examination and approval service administration and carry out the reform related legislative work,its relatively centralized administrative license reform practice in the whole province has great research value.Based on Shanxi,under the guidance of new public management theory,government process reengineering theory and service-oriented government theory,this paper studies its reform practice in five parts.The first part is the introduction,which introduces the research background,significance and the current situation of relevant research at home and abroad.The second part is the concept and theory.Combined with the reform practice,it defines the relevant concepts such as relatively centralized administrative license,and explains the theoretical basis of the research.The third part is the current situation of the reform,summarizes the general situation and specific measures of the reform practice in Shanxi Province,and makes an in-depth analysis of the reform practice in Xinghualing district through a questionnaire.The fourth part is the problems existing in the reform,which is analyzed from four aspects: the administrative examination and approval standards need to be unified,the approval and management connection mechanism is not smooth enough,"information island" phenomenon still exists,and the site and staffing need to be strengthened.The fifth part is the suggestions for optimizing the reform.It puts forward specific countermeasures from four aspects: optimizing the top-level design,strengthening the coordination of approval and management,accelerating the " handle government services by one system " and strengthening the reform guarantee,hoping to further deepen the reform of relatively centralized administrative license in Shanxi Province. |
