Study On The Countermeasures Of Service System Construction Of Social Credit Information In Panjin City

Social credit system is the base and core of social credit system, and also the symbol of market economy maturing. In China, the relevant departments have carried out various forms of credit construction pilot in many areas, and our typical social credit construction mode has taken shape since the late1990s. Combined with practical work, the author took the credit construction of Panjin City as an example to explore the problems of social credit service system all-in-one construction in Panjin City by collecting information, expert consultation, investigation and interview and so on.First, on the basis of clearing concept of the social credit system and the credit system, the author proposed definition of all-in-one social credit system. Combined the research production of social credit system at home and abroad, the author analyzes the macro-background, the lading organizations, and data construction platform, the environmental cultivation and supervision of Panjin City’s social credit system. The author thought there were many problems. For example, the relevant laws and regulations were not perfect, credit data could not be shared, the supply and demand was imbalanced, and also the main parts of supervision and credit were not clear in Panjin’s social credit system. The reasons were that Panjin City’s credit laws and regulations are not enough, information barriers were too many, technology platform construction was lagged, comprehensive condition was poor, and the modern credit culture had not yet been established.Second, on the basis of analysis of policy accordance, theory accordance and social foundation, the author proposed the Integrated construction plan which the main part of Panjin City’s social credit service system was integrated and unified, and also joint service platform construction and credit service system. Combined the situation of construction field pilots, the author gave the feedback analysis of the plan.Last, the author proposed the ways to make Panjin City’s social credit system all-in-one from three aspects. The first one was the general idea and principle of Panjin’s social credit system construction; the second one was the further optimization and improvement of credit environment; and the last one was the building of social credit system’s integrated management platform.
