Enterprises have suffered from the great economic losses on account of the sever shortage of the utilization of capacity and have been forced to reduce production, meanwhile some migrant workers have no way to work normally. All of which directly influences many hands of the society, including to economy development and society harmony .How to resolve the shortage of the farmer workers has become an urgent social problem. The analysis of the internal reasons helps all sides to find out the countermeasure actively. By doing so,it is possible to avoid the losses that are aroused by the spread of the civilian worker neglects.The form of"migrant workers shortage"is the result of all kinds of comprehensive factors. One obvious cause is the low income,poor working and living conditions supplied by those enterprises.
