Research On The Community Participation From The Respective Of Handling Of Mass Disturbance Of Race Region

With rapid development of economy, China is undergoing the process that spiral rising of differentiation and recombination of economy、 politics and cultural structure. Sometimes between factors differentiation and structure integration have disharmonious phenomenon, which result in existing a lot of social contradictions and hidden trouble and then kinds of mass disturbance happen frequently. Especially the process mode of the government-led emergency treatment can’t have perfect handle effect when mass disturbance with complexity、national character、sensibility and religiousness in race region happens. Therefore community as basic level of public management system should bring these advantages of closing to the basic level and mass into full play in race region with the live character of "Large mixed and small concentrated", which could maintain harmony and steady of race region at the maximum. Based on the related concepts and theories of community participation and mass disturbance of race region, depended on related work of ability building of key community participation in mass disturbance in Urumqi Municipality after "7.5event", based on analyzing deeply related information by field research and observation, relied on the comparing and analyzing methods of community participation in the handling of public crisis at home and overseas, this paper try to take related achievement for example and describes ability disadvantage of community participation in the mass disturbance of race region at the same time and then discusses solutions of improving community participation of mass disturbance of race region. The writer hopes it could provide valuable information for government handle mass disturbance of race region with the help of community.This thesis consists of introduction and three main parts. The introduction part includes the origin of the study and research status at home and abroad briefly, besides necessary explanations of research methods、structure layout and innovation of this paper. The first part of main parts is the related theory summaries of mass incidents and community participation of national regions. It describes the related theories of mass incidents and community participation of national regions, which lay the foundation for theories of community participation of mass incidents of national regions. The second part of main parts is the present stage of community participation of mass incidents disposal of national regions, taking the example of Urumqi. At first it analyzes the present stage of Urumqi community participation mass incidents disposal. Secondly, it describes existed problems of Urumqi community participation mass incidents disposal by field research of South Street of Urumqi and related information. The third part analyzes deeply the reasons of insufficient community participation of mass incidents disposal on the basis of empirical research. The forth part discusses some solutions of improving community participation of national regions.The innovation of this paper lies in:firstly, the research perspective is unique. Now it has many papers for mass incidents disposal, but the paper for mass incidents of national regions is still rare. Moreover, many papers for mass incidents disposal focus on the system study of government department-centered, however, this paper puts the community participation as research main part. Secondly, the research object is typical. This thesis selects Urumqi community as breakthrough point, which could describe existed problems of national region at some degree. Finally, this paper is practical. For national regional, it happens increasing mass incidents because of intensify of various contradictories, which affects badly harmonious and steady development situation. Therefore, community-based prevention and cure system is more practical for operation, which could make up the government absence of disposing mass incidents.
