On The Prevention And Control Mechanisms Of Mass Disturbance

With the development of opening and reform for up30years， China’s social andeconomic structure are undergoing enormous and profound changes. High speed developmentof economy and rapid advance of reform, not only changes in the material living conditions inearth-shaking, at the same time, also makes some problems gradually accumulated in thecourse of development. All kinds of social contradictions become increasingly prominent, andthe conflict between the various interest groups are increasingly frequent. Mass disturbancealso presents the tendency of the fast growth. Most of the time, the violence itself does notrepresent the fierce protests, but it displays the strong degree of social discontent. Therefore,understanding and dealing with mass disturbance correctly is a very necessary and urgentsocial engineering.This article consists of three parts.The first part explains mass disturbance on ontological interpretation from theperspective of jurisprudence. Mass disturbance is a relief way of self-interest, when peopleface the conflict between law validity and effectiveness, and a relief mechanism whenexpression in the rights and interests is not valid. Although in terms of the way, massdisturbance differs from individuals self-help remedies, but their pursuit is same. In order toachieve their rights, the parties try their best to cause social influence, by the way of assembly,parade, demonstration, and even attacking government agencies, attracting high-levelgovernment’s attention. So this part defines the legal nature of mass disturbance as a privateaid force, and then analysis why people choose this way.The second part studies classification of mass disturbance. According to the status ofChina’s social transition period, this section divides China’s group disturbance into twocategories: the target mass disturbance and catharsis mass disturbance. With a detaileddescription of two classic case, combined with the observing of other mass disturbances,under the inspiration of sociologist Semelser’s value-added theory, this part analysis thegenerative mechanism of mass disturbance, and divided it in into six steps, trying to restorethe dynamic model of the development of the mass disturbance. These six steps are necessaryconditions for the happen of mass disturbance. With layered gradually, the possibility of massdisturbance will occur gradually increase too. Once the six steps have been completed, the occurrence of mass disturbance will be inevitable. Layered dynamic model analysis can helpin-depth and comprehensive understanding of the inner mechanism of mass disturbance,which in largely determines whether it is proper for the disposal.The third part explores possible mechanisms to prevent mass disturbance. This partproposes establishing and perfecting the social "safety valve" of three ways, namely, the"deeventalization" of mass disturbance, building a diversified interests expression mechanismand the establishment of comprehensive effective coordination mechanism. At the same time,this part focus on analysis of mass disturbance, especially rumors’ influence on catharsis massdisturbance; with the introduction of communication knowledge, put forward blocking rumors,restore the governance path of the truth of the matter.Conclusion part summarizes the achievements of this paper, and its possible insufficient,and make the basic assumption of the research in this field for future.
