Based on industrial energy consumption, emissions of industrial "three wastes" in Jiangsu province and governance,the relevant data such as population and GDP data during1990-2010of Jiangsu province and13cities there. Using the energy given the IPCC emissions coefficient to calculate the Energy and carbon emissions, per capita energy carbon emissions and energy carbon emissions intensity of Jiangsu province and13cities there, using the method of principal component analysis by SPSS18.0to calculate the environmental quality index of Jiangsu province and its municipalities. On this basis, using Mann Kendall method to analysis mutation point, with2000,2004and2010for feature point discussed the energy carbon emissions, per capita energy and carbon emissions, energy intensity of carbon emissions and environmental quality index, the pattern of evolution of Jiangsu province. Based on it, to establish the VAR model, co-integration test and granger causality test is used to determine energy carbon emissions and time evolution of relations between the environmental quality in Jiangsu province from1990to2010. Using impulse response function and variance decomposition to analyze the time series of both, to get two variables influence process and direction. Finally build panel data model, through argument selection of individual fixed effects model on cross-section data of13cities in Jiangsu province for empirical analysis. Come to correlation between energy related carbon emissions and environmental quality of Jiangsu province.From the13cities in Jiangsu province provincial level and level analysis, This article gets the following conclusions:energy consumption increases unceasingly, energy carbon emissions and per capita carbon emissions of Jiangsu province have increasing trend, but the growth rate started to become smaller, Energy intensity of carbon emissions has experienced after first increases reducing process, and the three distribution pattern for "middle low, two high"; Environmental quality in Jiangsu province presents a distribution pattern of "low meteorological north, and low in west ",its evolution trend and the evolution trend in13cities and environment quality overall is consistent. Between the energy carbon emissions and environmental quality, there is a one-way causal relationship in Jiangsu province, the increasing carbon emissions increase contribute to the deterioration of environmental quality certainly, but it does not play a decision role, and environmental quality has great inertia; The energy carbon emission and environmental quality among13cities in Jiangsu province present highly negative consistency in distribution pattern and highly negative correlation. The results of individual fixed effects model show that the energy of carbon emissions in Nanjing and Suzhou have a great effect for the change of environmental quality, however the energy carbon emissions in cities such as Suqian, Lianyungang and Yancheng accounted less for making changes in the environment quality, just confirmed for energy carbon emission and environmental quality in front of the relevance of qualitative analysis.
