With the intensification of global warming and the fossil energy crisis, how to control greenhouse gas emissions effectively has become a serious challenge to achieve a sustainable development for human kind. The traditional "pollution first, treatment later" model of economic development is not conducive to the achievement of sustainable development. "Low carbon economy" is gradually changing all countries and regions of the world production and life, economic and social activities as a new model of economic development, which has been widely recognized by many countries. China is the largest and fastest-growing developing country in the world, with a rapid industrialization and urbanization process and fossil-based energy consumption of traditional energy structure. This results in an increase emission of CO2 emissions which in turns contributes to of the greenhouse gas effect. Gansu, as a large and industrial Province has a traditional industrial economy. Its advantageous position in terms of the petrochemical industry, the coal mining industry and the comprehensive utilization of mineral resources development has led to changes in high investment in the province, a traditional way of industrialization of high-emission, which in turns led to a high pollution in the province. In this context, the study of carbon emissions related to the specific Gansu industry sector has an important theoretical and practical significance. This has provided the Province of Gansu important references and recommendations in developing a scientific and reasonable energy conservation policy based on carbon emission factors and characteristics of different industry sectors.This paper describes the purpose and meaning of the article, the end research on Carbon emission, and points out the major research methods on carbon emissions. Secondly, it introduces the theory of carbon emissions study and provides a theoretical basis for the research. Thirdly, it uses emission calculation methods to estimate the 2004 to 2013 period in the Gansu Province in regards to the industrial carbon emission, and analyzes trends according to the level of carbon emissions in the 37 major industry sectors of the Province. These have then been divided into three categories. Based on the LMDI factor decomposition model, the impact of industrial emissions has been divided into four categories, which are the labor productivity, the industrial structure, the energy intensity, and the structure of energy. This pointed out that the main factors have each affected the sector of carbon emissions, respectively. Finally, it uses the panel data models, for an in-depth analysis in regards to the quantitative relationship of the carbon emissions with the industrial labor productivity and energies intensity. The results showed that the industrial carbon emission has been on the rise in the Gansu Province From 2004 to 2013. The industry sector, focuses on the petroleum processing, coking and nuclear fuel processing industry, electricity, heat production and supply industry and ferrous metal smelting and rolling processing industry. The increase of the labor productivity would improve the economy’s total energy consumption of the industry sector, and also the total carbon emissions. As the industry continues to develop, increase carbon emissions will continue to play a positive effect. The changes of the industrial structure would reduce carbon emissions growth of petroleum processing, coking and nuclear fuel processing industry, chemical fiber and textile manufacturing sector. For the petrochemical sector, the adjustment of the industrial structure for petroleum industry had achieved significantly better effect of carbon dioxide emissions, so it is essential role for reduce industrial carbon emissions to the traditional pillar industries.According to High-carbon industry, raising the level of environmental protection technology can, greatly improve the production technology to inhibit the growth of carbon emissions that is caused by industrial development. Therefore, in the future, the Province of Gansu, in regards the development of the process of carbon dioxide emission reduction policies, should focus on improving the level of environmental protection technology, vigorously develop the circular economy to suppress the growth in industrial carbon emissions.
